In a move aimed at addressing disparities in the beauty industry, the Senate has passed a bill that would mandate cosmetology and barber students to undergo education and training in working with textured hair. Championed by advocates for diversity in beauty services, the proposed legislation seeks to ensure that individuals of all hair types, including those with textured hair such as curls, waves, and varying thicknesses, receive equal access to quality styling.
Carmen Veal Conway, owner of Brown Skin Women, a salon specializing in styling curly hair, has been a vocal proponent of this initiative. With nearly 2,000 clients on her waitlist, Conway recognizes the significant demand for skilled professionals who can cater to textured hair needs. “This is a very niche category I work in, because you are not going to find many salons that can do what I do. Unfortunately, that’s not a good thing,” Conway emphasized.
For many individuals with textured hair, finding a stylist proficient in their hair type can feel like winning the lottery. Conway expressed her hope that the proposed bill would alleviate this challenge by ensuring that all cosmetology and barber students receive comprehensive training in textured hair styling. “It shouldn’t feel that way because you were chosen or you just happen to get the email before someone else, because there aren’t enough people who can do what I do in the state,” Conway noted.
Senator Saud Anwar, a proponent of the bill, highlighted its importance in promoting inclusivity within the beauty industry. “To be able to make sure that individuals in our state are going to be trained to take care of the entire population, not just a segment of the population,” Anwar emphasized. By requiring all students to be proficient in textured hair styling, the bill aims to create a more equitable and diverse landscape within the cosmetology and barbering professions.
With the Senate’s approval, the bill now advances to the House for further consideration. If enacted into law, it could mark a significant step forward in ensuring that individuals of all hair types have access to skilled and knowledgeable stylists, fostering greater inclusivity and representation within the beauty industry.
